Work packages one to eight objectives and timeline:                                                                                                                                                                            

 

WP1: Management, coordination and monitoring

WP1 focuses on the overall management of the project and the transnational coordination of the partnership leading to the delivery of results and products envisaged and the achievement of the goals.

WP2: Gender study

The aim of this WP2 is to analyse the access and stay of Roma children, youth and population in social exclusion in Europe with a gender approach. It has three main purposes:

  • To provide with the necessary information in order to guide the design and implementation of the gender mainstreaming strategy and methodology of the project.
  • To provide with the necessary information in order to design and prepare the specific activities and products of the project.
  • To improve knowledge and understanding about gender dynamics within Roma community related from a lifelong learning perspective in order to apply to policies and programmes in this field and other interlinked relevant issues.

WP3: Design of Gender Mainstreaming Guide (GMG)

The results of the research study produced in WP2 will bring about the necessary information and recommendations in order to elaborate guides for gender mainstreaming in education policies, programmes and practices with Roma in social exclusion. This information will allow the design of a Guide for gender mainstreaming in mediation education with Roma and which will provide the action plan for the following work packages.

The realization of this WP3 will be developed through the following process/steps/milestones:

  1. Analysis of Previous/Preliminary Research Study produced at WP2.
  2. Identification of information needs from partners and design of templates for collecting this information.
  3. Inputs from partners to the information needs.
  4. Analysis of information from partners and production of Preliminary/Draft Gender Mainstreaming Guide.
  5. Production of mid-term evaluation and monitoring reports of pilot implementation of the Gender Mainstreaming Guide by each partner organization.
  6. Production of mid-term monitoring and evaluation report of the pilot implementation of the Gender Mainstreaming Guide.
  7. Integration of mid-term monitoring and evaluation recommendations and inputs into the Gender Mainstreaming Guide.
  8. Production of final evaluation and monitoring reports of pilot implementation of the Gender Mainstreaming Guide by each partner organization.
  9. Production of final monitoring and evaluation report of the pilot implementation of the Gender Mainstreaming Guide.
  10. Integration of final monitoring and evaluation recommendations and inputs into the Gender Mainstreaming Guide.
  11. Production and publication of final Gender Mainstreaming Guide.          

WP4: Pilot implementation of GMG at the level of organizations and stakeholders.

This WP 4 will focus on the pilot implementation of the GMG at the specific level of partner organisations and stakeholders according to their specific scope of intervention.

In order to be able to implement the Guide at the level of organisations and stakeholders, the following steps are necessary:

  • Design of learning material.
  • Training of partner organisations staff and mediators.
  • Design of action plan for pilot implementation of the Gender Mainstreaming Guide by partner organisations at the training.
  • Implementation of partners’ action plans to mainstream gender, following the Guide, at each level of intervention:
    • At the level of policy planning and programming.
    • At the level of coordination of education programmes in all areas of intervention.
    • At the level of integration of variable “sex” into statistics and data for monitoring and evaluation.
    • At the level of coordination with educators and centres: information, coordination, training, joint monitoring, advice, learning support, complementary school activities, networking, mediation, other activities.
    • At the level of working with families and the community in those areas where education mediation and Roma women participation and empowerment programmes are being developed: awareness, mediation with school and other actors/services, information and derivation to services and activities within the community, support, advice, training/workshops, gatherings, literacy, vocational training, adult education, promotion of participation, etc. At this level, workshops on gender equality should be organized addressed to families, including both women and men. Partner organizations will work with mixed groups of Roma women and men in terms of awareness and training in order to enhance their role as mediators for gender equality and education within the community.
    • At the level of working with Roma girls and boys: learning support, mediation, complementary activities, co-education activities.
    • At the level of coordination with other actors: information, coordination, training, joint monitoring, advice, networking, organization of community activities, mediation, etc.

In addition, activities related to the collection of information from the field work to complete the Gender Study previewed in WP2 will be implemented during this process. In particular:

  • In depth interviews.
  • Surveys.
  • Focus group interviews.
  • Participative workshops.

WP5: Pilot implementation of GMG at the level of Roma youth

This WP 5 will focus on the pilot implementation of the Gender Mainstreaming Guide for Education of Roma at the specific level of work young Roma girls and boys according to the Action Plan designed in WP4. The main goal of this WP5 is to conform mixed teams of Roma girls and boys in the selected piloting secondary education centres who will be working and exploring about gender equality and education and will design and implement awareness campaigns on these issues.

In order to implement the Guide at the level of Roma youth, the following steps/activities are necessary:

  • Preparation of WP5 according to GMG and specific information in Action Plans designed by partner organisations in previous WP4.
  • Design of learning material and work methodology to train and work with youth teams and its validation.
  • Information and dissemination activities address to young Roma girls and boys about the project and the initiative.
  • Creation of mixed teams of young Roma girls and boys.
  • Gender equality workshops with young Roma girls and boys.
  • Design and preparation by the teams of awareness campaign on gender equality and education.
  • Cultural and professional visits at local level by the teams.
  • Preparation and implementation of an awareness campaign designed by each team.
  • Publication of audio-visual material produced by awareness campaigns.
  • Exchange of information about the process and results of awareness campaigns between the teams at European level through the web page.

WP6: Dissemination of results

The dissemination of the project and its results will be developed from the beginning of the project and will be extended once the project is finished with the aim at providing information to a wide range of actors and stakeholders about the project results, activities and main impacts at facilitate the exploitation strategy

The activities to develop this WP6 are:

  • Design of dissemination action plan.
  • Creation of a web page of the project, where all results, products and outputs will be disseminated to the overall public.
  • Dissemination about the project through the partner organizations own platforms, networks and information activities.
  • Dissemination about the project through European platforms.
  • Creation of a facebook specific page of the project.
  • Distribution of audio-visual material and videos produced by youth teams in each country.
  • Publication of specific brochures about the project and other specific information related to the implementation of the work packages.
  • Press notes and news in the media of meetings and relevant activities and events developed in the project.

These dissemination activities will be crucial for the exploitation strategy and activities of the project in WP7.

All partners will actively participate in this WP 6, with the co-leadership of P2.

WP7: Sustainability and exploitation of results

The sustainability and exploitation of the project and its results will be developed at the second year of the project and will be extended once the project is finished. The main objectives are:

  • To improve the sustainability and accessibility of the project results.
  • To provide information about the project results, activities and main impacts.
  • To transfer the results of the project to policies, programmes and initiatives related to lifelong learning of Roma population in social exclusion and other programmes related.
  • To reinforce the visibility of gender equality in Roma policy-making and reporting.
  • The activities to develop this WP7 are:
    • Design of exploitation action plan.
    • Distribution of audio-visual material and videos produced by youth teams in each country.
    • Organisation of a Final Seminar in Sevilla (Spain).
    • Participation at high level and relevant national and international conferences and Seminars.
    • Set up a network of mediators and experts.
    • Design of sustainability and follow-up action plan.
    • Web host provision for continuity of webpage.

All partners will actively participate in this WP7, with the leadership of P2.

WP8: Evaluation of the project

In order to evaluate the projects and its different components, a mixed evaluation (internal and external) will be conducted with the following objectives:

  • To know the degree of achievement of expected results and objectives of the project.
  • To value the processes generated and developed by the project.
  • To identify needs for improvement in the management and development of the project work packages.
  • To identify recommendations and lessons to be learned for the project, the partnership and future similar initiatives.
  • Transparency and information within the partnership and the European Commission.
  • To strengthen the consortium and the capacity building of the organizations.
  • To generate feedback within the partnership and by all stakeholders to be taken into consideration for improvements.

Two evaluations will be developed: a mid-term evaluation and a final evaluation. Each evaluation will analyse each one of the work packages of the project as well as the project as a whole. The main evaluation criteria will be:

  • Effectiveness.
  • Efficiency.
  • Relevance/pertinence.
  • Coordination.
  • Participation.
  • Sustainability.
  • Impact.
  • Coverage.
  • Applicability/capitalization.

The mixed character of the evaluation will be possible thanks to the involvement of an external evaluation team/expert and the participation in the evaluation of the project partnership through the whole process of the evaluation, including its design, implementation and assessment, by the constitution of an Evaluation Committee composed by P1, P2 and P3. P1 will lead this WP8 and all partners will participate actively through the whole process of evaluation.
